HOMES Rebate Program
The HOMES Rebate Program is a performance-based program that focuses on whole-house energy savings through retrofits that help achieve a measured level of energy efficiency. Per the requirements, at least one of your home upgrades must relate to heating and cooling.
Single-family households can receive the lesser of $2,000 or 50% of the upgrade costs. Multi-family buildings can receive $2,000 per dwelling unit and up to $200,000 per building. Low-income single-family homes can receive the lesser of $4,000 or 80% of the project costs, and low-income multi-family buildings can receive up to $8,000.
Home Electrification and Application Rebate (HEAR) Program
The HEAR program offers assistance to low- and moderate-income homeowners. Texas homeowners can receive rebates of up to $14,000 per home for switching to electric heat pumps or installing ventilation and insulation.
How to Apply
The HOMES and HEAR programs should launch in the summer of 2025. Applications will become available just before or near the program launch. The state of Texas recommends that homeowners wait to initiate home upgrades until the programs launch.
Program administrators state that it is unlikely residents will receive reimbursements for projects completed before the launch. For program and application updates, check back with the Texas Comptroller’s Office.
